Transportation
The Transportation Planning Organization (TPO) coordinates a multimodal transportation planning process for the Knoxville Urban Area. In conjunction with MPC, the TPO collects transportation data used to profile traffic patterns in Knox County. These profiles provide information on the origins and destinations, travel times, and trip generation of drivers in Knox County. This data serves as the foundation for the development of transportation proposals to local and state governments, which may include such things as road improvements, traffic calming, multimodal transportation, and new road construction.

The most pressing road construction projects generally involve those arterials that carry the greatest traffic volume: Alcoa Highway and Chapman Highway. For Alcoa Highway, TDOT has proposed a six-lane reconstruction of the road sections from Maloney Road to Montlake Drive and north of the bridge over Little River to Maloney Road.

Additional short-term projects in this part of the county involve dimensional improvements at the intersection of Sevierville Pike and Kimberlin Heights Road, reconstruction of the intersection at Maloney Road and Old Maryville Pike, and roadway improvements on Kimberlin Heights Road, east of Hodges Ferry Road.

Vehicular volumes have not increased significantly on major arterials or minor arterials, including Alcoa Highway, Chapman Highway, Governor John Sevier Highway, Maryville Pike, and Martin Mill Pike. A significant portion of the trips being generated on Alcoa Highway, Chapman Highway, and Governor John Sevier Highway are the result of commuter traffic with origins outside Knox County. Access management problems are prevalent along Chapman Highway, primarily due to the lack of acceleration and deceleration lanes, the large number of curb cuts, and the lack of turning lanes in many locations.
