The Improvement Plan

The Improvement Plan is composed of actions and capital improvements proposed over the next five years to support plan implementation. The following actions were developed in conjunction with residents of the South County Sector, MPC staff, and government officials representing Knox County and the City of Knoxville. Actions highlighted in gray are a top priority based on community input.

LAND USE

Limit the abandonment trend of big box commercial development by requiring that all "replacement" developments provide a commercially viable reuse for the building and land that are to be vacated.

Revise the commercial, office, and industrial zoning ordinances to include a requirement that the developer justify that the proposed land use is warranted. This may include a market research study.

Limit land intensities in areas that are prescribed as Rural by the Growth Plan, to include limiting zoning to no more than 1du/ac for residential land uses and preventing the addition and/or expansion of commercial, office, and industrial land uses.
