Speculative rezonings and failed commercial development along Chapman Highway has led to a surplus of underutilized commercial properties on this major arterial. The expansion of commercial zoning along Chapman Highway has outdistanced the demand for such land use, resulting in numerous vacant commercially-zoned properties. The purpose of this proposal is to encourage the redevelopment of vacant commercial properties and the renovation of existing commercial properties as an alternative to developing new commercial centers.

  • Promote the reuse of existing commercial buildings
  • Promote commercial revitalization
  • Reduce the propensity for commercial sprawl

Short Term Actions (5 Years)

As a prerequisite for approval, require that rezoning requests for “replacement” office or commercial developments be accompanied by a viable reuse proposal for the building being vacated.
