The 5-Year Plan

Land Use and Environment Protection
The land use plan and policies outlined in the previous section form the basis for the city’s One Year Plan and zoning decisions. More specific proposals have been made in the special opportunity section. The most immediate programs in plan implementation include:

  • Update the Tennessee Technology Corridor Comprehensive Plan (anticipated in the fall of 2003).
  • Develop design guidelines for Karns.
  • Work with county school, park, and transportation officials on future developments in Hines Valley.
  • Encourage county school, park and library officials to work together with property owners on the Village Center concept in Hardin Valley.
  • Examine ways to encourage the use of tax credits, conservation easements, design elements, and other forms of incentives and regulations to set aside environmentally sensitive properties and habitats.

Transportation
The proposed transportation improvements are outlined in Table 13. This list includes long-term and short-term projects that are projected over the next twenty years. Projects that are included in Knox County’s Capital Improvement Plan are likely to be under construction within the next five years. These projects include:

  • The Karns Connector, Phase I from Oak Ridge Highway to Emory Road.
  • Improve Dutchtown Road by adding turn lanes at some intersections and sidewalks.
  • Ball Camp, Phase I from Middlebrook Pike to just west of Ball Road (part of Schaad Road Extension).

Community Facilities
The proposed community facility improvements are outlined in Table 14. Implementation plans to realize these improvements involve multiple agencies within Knoxville and Knox County. Efforts to ensure countywide interagency planning continue to develop. The following policies deserve comprehensive planning throughout the multiple organizations involved:

  • Conservation of open space, preservation of ridges, and protection of stream corridors
  • Development of passive and active recreation areas including parks, greenway and recreation centers
  • Joint efforts between county park and school officials to ensure adequate athletic facilities
  • Advanced planning for needs and site selection for schools and libraries
