The Schaad Road Extension is planned to be a four-lane arterial that will parallel Ball Camp Pike and provide an eventual through route. There is abundant vacant land in the Hines Valley area that will become highly marketable with the construction of this new road. In order to retain safe, efficient travel along the Schaad Road Extension, an access management plan should be incorporated.

An access management plan will limit the amount of access points, reducing accident rates and creating a friendlier atmosphere for pedestrians and bicyclists. Access management also aids in creating an aesthetically pleasing arterial and allows the arterial to function properly.

Components of the access management plan should include:

  • An interconnected street network. Subdivisions should be constructed with stub outs to allow connections into adjacent properties. Subdivisions should also have rear access to either Ball Road or Ball Camp Pike to allow secondary access points.
  • Connections between frontage parcels. Parcels that front the Schaad Road Extension, regardless of use, should allow for connections between land developments to improve connectivity and reduce the reliance on the Schaad Road Extension to act as an access road.
  • Limited curb and median cuts. Wherever possible, land developments should utilize shared driveways and curb cuts. This will be possible with the creation of connections outlined above. Median cuts should be sparse and only need to be included at signalized intersections or at major access points. Median cuts should not be provided for every access point. By creating interconnected streets in subdivisions traffic can flow to a signalized intersection.
  • Sidewalks and bike facilities should be included. These facilities should be developed according to the recommendations on page 34. This can reduce the number of automobile trips and provide an alternative connection between land uses. With the use of the other access management principles to limit driveway openings, a safe environment will be created for pedestrians and cyclists.
