Five and Fifteen Year Improvement Plan
The 5 and 15-Year Improvement Plan recommends projects and programs to be implemented for the first five and the next ten years following plan adoption. The 5-Year Plan should be reviewed annually in preparing capital improvement programs. Improvements recommended in this plan represent ongoing efforts as well as visions from residents attending workshops and public meetings.

1. Schaad Road
Widen to a four-lane, divided highway with a cross-section compatible with the recently completed Callahan Drive segment and proposed improvements to Ball Camp Pike—Ball Road alignment (see page 17).

2. Murray Road from Pleasant Ridge to Clinton Highway
The existing road cannot support additional development.

3. Clinton Highway
Continue general improvements - adding curbs, sidewalks, crosswalks, nontraversable
medians and street trees where needed.

4. Ball Camp Pike-Ball Road realignment
This new roadway will be located between the existing Ball Camp Pike and Ball Road, aligned with Schaad Road. Improvements to the Schaad Road intersection on Oak Ridge Highway (which is a TDOT project) should be consistent with Knox County’s planned design for Ball Camp Pike-Ball Road.

5. Western Avenue/Oak Ridge Highway
Planned improvements include four travel lanes, a center turn lane, sidewalks and bicycle lanes.
Extensive streetscaping should be done in accordance with the Knoxville Street Tree Master Plan.

6. Pleasant Ridge Road
Improve to three lanes with sidewalk and greenway: 5 ft sidewalk on one side, 8 ft separated path on the other side.

7. Bradshaw Road
Will have sidewalks as part of the road improvement that is under construction now, as well as
the proposed extension. Extend improvement to the east along Ball Camp Pike as two lanes with bike lane and center turn lanes at intersections as warranted.

8. Tillery Road from Clinton Highway to Central Avenue
Widen Tillery and improve intersection with Gap Road.

9. Improve Jackson Road and Cecil Johnson Road
Investigate a major improvement along portions of the existing right-of-way, as a Weisgarber extension to aid north-south traffic flow.

10. Midpark Road extension to Henson.
This project, when completed, will offer improved north-south connection.

11. Improve Knott Road and the Knott Road/Middlebrook Pike intersection
Trucks have trouble navigating the intersection.

Traffic controls, including all-way stop signs where warranted (currently none are warranted, investigate periodically).

13. Hollywood ‘intersection and street improvements’
