This section presents proposals for specific areas that are in need of improvement
or have unique opportunities for development or redevelopment.

 

Schaad Road Corridor Improvements
The Callahan Drive - Schaad Road Corridor study, completed in 2001, recognizes this area as the potential ‘missing link’ in east-west traffic flow between I-75 at Callahan Drive and Pellissippi Parkway. Improvements to all other sections of the road are currently planned, and it is important that this section not be overlooked. The following excerpts are recommended by the corridor study:

  • Local governments should give high priority to scheduling road improvements for the portion of Schaad Road from Pleasant Ridge Road to Oak Ridge Highway. Higher intensity zoning along Schaad Road (from Pleasant Ridge Road to Oak Ridge Highway) should not be allowed until road improvements are complete.
  • When improving the arterial westward from Pleasant Ridge Road, construct sidewalks separated from the roadway, plant street trees and provide landscaped medians and bike lanes.
  • Right-of-way should be acquired to one side of Schaad Road. This will avoid the creation of multiple remnant parcels and reduce negative impacts to property owners.
  • Local governments and the Tennessee Department of Transportation should work closely to insure that road improvements align properly at the intersection of Schaad Road, Oak Ridge Highway and realigned Ball Camp Pike.

When improving the arterial westward from Pleasant Ridge Road, construct sidewalks separate from the roadway, plant trees and provide landscaped medians and bike lanes.

  • At Oak Ridge Highway/Schaad Road, acquire and establish an open space system (including the wetlands, stream corridor and floodplain) as part of right-of-way acquisition and road construction.
  • Obtain Tennessee Scenic Highway designation for Schaad Road starting at Pleasant Ridge Road and including the Ball Camp Valley and Lovell Road areas.
