Introduction

The Northwest City Sector Plan is one of twelve sector plans prepared for Knoxville and Knox County. Focus is on physical development: land use, transportation and community facilities. The Northwest City Sector (see Map 1: Location) is approximately 10,600 acres (16.6 square miles) in size. Five census tracts (38, 39, 45, 47 and 48) define the sector boundaries. Most areas are within the city limits.

Contents
All sector plans contain a background report, a plan for community improvements and a land use plan. The background report outlines existing conditions in the sector and contains information on environmental resources, development trends and characteristics of the population. It serves as a tool to help the community identify development opportunities and plan for the future. Remaining sections comprise a comprehensive plan for future physical development of the sector.

Purpose of the Plan

  • Develop proposals to guide development over the next 15 years

Public Participation
During the planning process, MPC staff prepared background analyses, obtained input, shared ideas at workshops and conducted public meetings. Two meetings were held in June at different locations within the sector to collect information on issues key to the community. At these meetings staff presented the background study, along with updates on corridor plans recently completed in the sector. During September and October planning workshops were held to discuss future transportation needs, land use proposals and community facilities. A final draft of recommendations was presented to the MPC in December for adoption.
