Ritta: A Neighborhood on the Rural Fringe

This area is located within the City of Knoxville’s urban growth boundary, but topographic constraints including slopes and flood prone areas limit its development potential. Long-range improvements to Washington Pike at Maloneyville Road are needed but not scheduled, further limiting the ability of Washington Pike to handle widespread low density development.

Image enhancing development is needed. The community has suffered through controversial land use issues, including a General Shale surface mine nearby, and the proposed addition of space for maximum security prisoners at the Knox County Detention Facility.

Ritta Elementary school and future neighborhood park in the ‘center’ of the neighborhood will serve as an anchor for the proposed heritage corridor.

Conservation subdivisions preserve open space and can protect the integrity of rural meadows, forested areas and wetlands.
