The
major east-west roadways are E. Emory Road, Washington Pike and Rutledge
Pike. The major north-south road is Tazewell Pike. All of these routes
are classified as arterial highways. Interstates 40 and 640 provide
the southwest boundary for the sector.
Traffic
Counts
Most roads within the sector operate at a volume considered under capacity
for the classification level, with problems typically caused by excessive
speeds and poor sight distance. In some areas, significant development
has led to increased traffic without the necessary infrastructure improvements
and efforts are underway to provide more acceptable operations.
Existing
traffic conditions around the Knoxville Center Mall were evaluated in
a 1999 Advanced Planning Report (APR) to determine the need and feasibility
of improving sections of both Washington and Millertown Pikes. The APR
was requested by the City of Knoxville and developed by Wilbur Smith
Associates and the Tennessee Department of Transportation (TDOT). Existing
traffic conditions were analyzed, and projections for 2004 and 2024
were created. The APR identified an annual growth rate of 7 percent
for the area, based on historical traffic counts and the trend of greater
commercialization in the area. As recommended in the report, improvements
to Washington and Millertown Pikes are scheduled to begin soon. An extension
of Murphy Road to Millertown Pike near Mill Road and relocation of a
portion of Loves Creek Road is also planned.
To
prepare for the growth anticipated in some areas of the sector, improvements
to Tazewell Pike are also being considered. Improvements to the part
of Tazewell Pike located within Northeast County Sector are not currently
scheduled. Additional information on these projects can be found in
the Transportation Improvements section of this document, and a copy
of the entire report is available for review at the City of Knoxville’s
Engineering and Public Works office.
