Appendix A: Farmers Market Study Executive Summary

 

Section 1: Introduction

Resolution R-03-5-807, adopted by the Knox County Commission on May 27, 2003, established conditions for conveyance of the Farmers Market Property to the Industrial Development Board (IDB) of Knox County as a contribution to economic development. In this resolution, the Metropolitan Planning Commission (MPC) and Knox County Parks and Recreation Department (KCPRD) were asked to provide a report on “appropriate and best short and long term uses of the Property.” One of the conditions in the resolution (Appendix 1) was that development proposals for the property be based on principles set forth in this study.

Executive Summary
Creating a community-friendly retail center appears to be the best short and long term use of the site. Multi-functional public space, pedestrian amenities, recreational enhancement and slope protection should be incorporated into the site plan for the property.

In order for the property to remain viable in the long term as a shopping center, quality design features must be incorporated. This project should set an example for future commercial developments, and within this report, MPC recommends standards to provide a high level of design and principles to guide the redevelopment of the property, including the following:

  • Develop no more than two large-scale, “big-box” commercial establishments so that smaller stores, services and public space can be incorporated into site improvements
  • Prohibit uses that are detrimental to pedestrian friendly public space and environmental objectives
  • Conserve the forested ridge and plant native trees in the parking areas and around buildings
  • Create pedestrian friendly development by incorporating sidewalks, open space and transit facilities in its design
  • Provide centrally-located public space for community events
  • Develop building guidelines whereby high-quality materials such as brick or stone and variations in design create architecturally attractive, long-lasting development
  • Create parking and water detention areas that complement the natural and built environments
  • Create a traffic circulation system that minimizes conflicts between pedestrians and vehicles and provides better access from I-640
  • Create a source of annual funds that are derived from the lease or sale of the property for park acquisition and other community facility improvements in the area
